You cannot use a 'watermark'. A watermark applies to the entire sheet of paper (just like a real watermark.). 'Labels' are actually cells in a table (go to the Table menu and turn the table gridlines on, so you can see where they are). So you need to place your graphic in each cell, BEHIND the text. Word 2016 lets you fake a watermark by inserting faint text or graphics behind every page in your document.
